How about using Google Docs? You can track changes, but I understand there could be security concerns... You could also try OneDrive, but I have had some bad experiences lately when losing updated content.
It is such a pain that ExamSoft does not offer a native tool to transfer the questions directly from the Legacy system to the Enterprise system.

My institution recently transferred exam administration from Examsoft Legacy to Examsoft Enterprise. We have customarily reviewed exams as a team, or shared the exam with SME who authored the question(s) for vetting. This process was completed using a word document, which offers track changes and mark up. Within the Enterprise interface, there is no way to export exams to a Word document, for shared reviewing and comment. Enterprise only offers a PDF export. To add more info - most of our faculty do not use a PDF editor. Any thoughts on how to share the downloaded questions for markup and editing are appreciated.
